      "note": "Indonesia sebagai negara hukum kesejahteraan memberikan kewenangan kepada\r\npemerintah daerah untuk mengelola keuangan dan aset daerah dalam rangka\r\nmendukung pelayanan publik dan peningkatan kesejahteraan masyarakat. Salah\r\nsatu sumber daya strategis daerah adalah aset daerah atau Barang Milik Daerah\r\nyang memiliki nilai ekonomi dan potensi untuk meningkatkan Pendapatan Asli\r\nDaerah (PAD). Namun, dalam praktiknya, pengelolaan aset daerah masih\r\nmenghadapi berbagai permasalahan, seperti lemahnya perlindungan hukum,\r\nketidaktertiban administrasi, serta pemanfaatan aset yang belum optimal. Adapun\r\nidentifikasi masalah dalam penelitian ini antara lain: Bagaimana Bentuk\r\nPerlindungan Aset produktif Daerah Provinsi Banten periode 2021-2024 terhadap\r\nPeningkatan Pendapatan Asli Daerah Provinsi Banten Ditinjau Dari UndangUndang Nomor 1 Tahun 2004 Tentang Perbendaharaan Negara? Bagaimana\r\nBentuk Pengelolaan Aset Daerah terhadap Peningkatan Pendapatan Asli Daerah\r\nDitinjau Dari Undang-Undang Nomor 1 Tahun 2004 Tentang Perbendaharaan\r\nNegara? Penelitian ini menggunakan teori negara hukum kesejahteraan, dan teori\r\naset sebagai landasan teoritis. Metode penelitian yang digunakan adalah metode\r\nkualitatif dengan sifat deskriptif-analitis melalui pendekatan yuridis normatif.\r\nHasil penelitian menunjukkan bahwa perlindungan aset produktif daerah Provinsi\r\nBanten pada periode 2021–2024 telah dilaksanakan melalui perlindungan\r\nadministratif, fisik, dan yuridis. Tetapi pemanfaatan aset daerah tersebut belum\r\noptimal dalam meningkatkan PAD karena masih terdapat aset yang belum\r\ndimanfaatkan secara produktif dan ekonomis. Pengelolaan dan pemanfaatan aset\r\ndaerah secara normatif telah dilaksanakan, tetapi belum memberikan kontribusi\r\nyang signifikan akibat keterbatasan perencanaan pemanfaatan aset, lemahnya\r\npengawasan, serta masih adanya aset daerah yang menganggur.",

      "abstract": "Indonesia, as a welfare state based on the rule of law, grants authority to regional\r\ngovernments to manage regional finances and assets in order to support public\r\nservices and improve public welfare. One of the strategic regional resources is\r\nregional assets or Regional-Owned Property, which possess economic value and\r\nthe potential to increase Regional Original Revenue (PAD). However, in practice,\r\nthe management of regional assets still faces various challenges, such as weak\r\nlegal protection, administrative disorder, and suboptimal asset utilization. The\r\nproblems identified in this research are: (1) How are the forms of safeguarding\r\nand utilization of productive regional assets of Banten Province during the 2021–\r\n2024 period in relation to the increase of Regional Original Revenue when\r\nreviewed under Law Number 1 of 2004 concerning State Treasury? (2) How are\r\nthe forms of management and utilization of regional assets in increasing Regional\r\nOriginal Revenue when reviewed under Law Number 1 of 2004 concerning State\r\nTreasury? This study applies the theory of the welfare state under the rule of law\r\nand asset theory as its theoretical framework. The research method employed is\r\nqualitative with a descriptive-analytical character through a normative juridical\r\napproach. The results show that the safeguarding and utilization of productive\r\nregional assets in Banten Province during the 2021–2024 period have been\r\ncarried out through administrative, physical, and legal safeguards. However, the\r\nutilization of these assets has not been optimal in increasing Regional Original\r\nRevenue, as there remain assets that have not been utilized productively and\r\neconomically. Furthermore, although the management and utilization of regional\r\nassets have been implemented normatively, they have not contributed significantly\r\ndue to limitations in asset utilization planning, weak supervision, and the\r\ncontinued existence of idle regional assets.",
