This study aims to design and develop a web-based fee payment system using the Laravel framework to support resident data management, billing, payment recording (through the Midtrans payment gateway as well as manual payments with proof upload), notification delivery, and detailed financial reporting that can be exported. The system is developed using the Waterfall model and validated through functional (black-box) testing of core scenarios based on user roles. The results indicate that the main modules operate as required, the system streamlines administrators' dues administration and reporting, and it provides residents with easier access to monitor their payment status transparently.
