This study aims to design and develop a web-based fee payment \r\nsystem using the Laravel framework to support resident data management, billing, \r\npayment recording (through the Midtrans payment gateway as well as manual \r\npayments with proof upload), notification delivery, and detailed financial reporting \r\nthat can be exported. The system is developed using the Waterfall model and \r\nvalidated through functional (black-box) testing of core scenarios based on user \r\nroles. The results indicate that the main modules operate as required, the system \r\nstreamlines administrators' dues administration and reporting, and it provides \r\nresidents with easier access to monitor their payment status transparently. \r\nTherefore, the proposed system can serve as a digital solution to improve efficiency \r\nand accountability in neighborhood fee management."^^xsd:string;
