Pendidikan dan Kebudayaan Kota Cilegon in initiating the Gerakan Sekole Maning Lur program. (2) The process of implementing the Gerakan Sekole Maning Lur program as implemented by Dinas Pendidikan dan Kebudayaan Kota Cilegon in order to return ATS to school. (3) The success of Gerakan Sekole Maning Lur program when implemented and applied to out of school children in Cilegon City. This research employs a qualitative approach utilizing descriptive analysis methods and data collection techniques, including observation, interviews, and documentation. The data sources in this study consisted of 10 informants, namely 2 program validation teams, 2 PKBM teachers, 1 village head, and 5 ATS program participants. The results of the research show that (1) The background to the establishment of the program originated from community concerns about the negative behavior of ATS in their environment, the 12 Year Compulsory Education Law, and also that this issue had become a national issue and was the responsibility of the local government. (2) The GSML validation team implemented the program by validating ATS data in their respective areas, which would then be returned to the school and followed up with program monitoring. (3) The GSML validation team successfully enrolled a total of 305 program participants from 428 ATS found in each sub district. The data included 10 formal education institutions and 13 non formal education institutions.&#13;
