The Complete Systematic Land Registration (PTSL) program is regulated by Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency No. 6 of 2018 concerning Comprehensive Systematic Land Registration. The purpose of the Complete Systematic Land Registration (PTSL) program is to provide legal certainty and legal protection for land rights holders, as mandated by Article 19 of Law No. 5 of 1960 on Basic Agrarian Principles. This study aims to analyze the legal protection of the implementation of the Complete Systematic Land Registration (PTSL) in Walikukun Village, Carenang District, Serang Regency, and the impact of community land ownership on the implementation of Complete Systematic Land Registration (PTSL) in Walikukun Village, Carenang District, Serang Regency. The research method used is normative empirical legal research. The data sources used are secondary data and primary data. The technique for collecting secondary data is obtained through literature study, and primary data is obtained through interviews. This research analysis uses a qualitative approach. The research found that the Complete Systematic Land Registration (PTSL) program in Walikukun Village, Carenang District, Serang Regency provides legal certainty and legal protection for landowners whose land is registered through the PTSL program. However, the Complete Systematic Land Registration (PTSL) program has not fully been able to provide legal certainty and legal protection, especially for people whose land is not registered through the Complete Systematic Land Registration (PTSL) program.
