            note = {Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional Republik Indonesia meluncurkan program strategis nasional, yaitu: Pendaftaran Tanah Sistematis Lengkap (PTSL). Program Pendaftaran Tanah Sistematis Lengkap (PTSL) diatur dalam Peraturan Menteri Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional Nomor 6 Tahun 2018 tentang Pendaftaran Tanah Sistematis Lengkap. Tujuan adanya program Pendaftaran Tanah Sistematis Lengkap (PTSL) untuk memberikan kepastian hukum dan perlindungan hukum terhadap pemegang hak atas tanah, sebagaimana amanat Pasal 19 Undang-Undang Nomor 5 Tahun 1960 tentang Peraturan Dasar Pokok-Pokok Agraria. Penelitian ini bertujuan untuk menganalisis perlindungan hukum pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Desa Walikukun, Kecamatan Carenang, Kabupaten Serang dan dampak kepemilikan tanah masyarakat dalam pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Desa Walikukun, Kecamatan Carenang, Kabupaten Serang. Metode penelitian yang digunakan adalah penelitian hukum normatif empiris. Sumber data yang digunakan adalah data sekunder dan data primer. Teknik pengumpulan data sekunder diperoleh melalui studi kepustakaan dan data primer diperoleh melalui wawancara. Analisis penelitian ini menggunakan pendekatan kualitatif. Hasil penelitian ditemukan bahwa program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Desa Walikukun, Kecamatan Carenang, Kabupaten Serang memberikan kepastian hukum dan perlindungan hukum terhadap pemilik tanah yang tanahnya didaftarkan melalui program PTSL. Namun program Pendaftaran Tanah Sistematis Lengkap (PTSL) tersebut belum sepenuhnya dapat memberikan kepastian hukum dan perlindungan hukum terutama bagi masyarakat yang tanahnya tidak didaftarkan melalui program Pendaftaran Tanah Sistematis Lengkap (PTSL). Keberhasilan program Pendaftaran Tanah Sistematis Lengkap (PTSL) bergantung pada tingkat pemahaman, kesadaran hukum, kondisi sosial dan ekonomi di masyarakat.},

        abstract = {The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency of the Republic of Indonesia has launched a national strategic program, namely: the Complete Systematic Land Registration (PTSL). The Complete Systematic Land Registration (PTSL) program is regulated by Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency No. 6 of 2018 concerning Comprehensive Systematic Land Registration. The purpose of the Complete Systematic Land Registration (PTSL) program is to provide legal certainty and legal protection for land rights holders, as mandated by Article 19 of Law No. 5 of 1960 on Basic Agrarian Principles. This study aims to analyze the legal protection of the implementation of the Complete Systematic Land Registration (PTSL) in Walikukun Village, Carenang District, Serang Regency, and the impact of community land ownership on the implementation of Complete Systematic Land Registration (PTSL) in Walikukun Village, Carenang District, Serang Regency. The research method used is normative empirical legal research. The data sources used are secondary data and primary data. The technique for collecting secondary data is obtained through literature study, and primary data is obtained through interviews. This research analysis uses a qualitative approach. The research found that the Complete Systematic Land Registration (PTSL) program in Walikukun Village, Carenang District, Serang Regency provides legal certainty and legal protection for landowners whose land is registered through the PTSL program. However, the Complete Systematic Land Registration (PTSL) program has not fully been able to provide legal certainty and legal protection, especially for people whose land is not registered through the Complete Systematic Land Registration (PTSL) program. The success of the Complete Systematic Land Registration (PTSL) program depends on the level of understanding, legal awareness, and the social and economic conditions in the community.}
