"Violence among detainees within State Detention Centers constitutes a complex legal issue because it occurs within a space fully under state authority and responsibility and involves individuals who share a restricted legal status, thereby raising questions not only concerning the form of criminal liability of the perpetrators but also regarding the effectiveness of the correctional system in ensuring security, order, protection of human rights, and legal certainty for all detainees. This study aims to analyze the criminal responsibility of perpetrators of\r\ndetainee-on-detainee violence resulting in death and to examine the normative and practical implications of the implementation of Law Number 1 of 2023 concerning the new Indonesian Criminal Code in this context. The findings indicate that violence committed collectively resulting in loss of life fulfills the qualification of samenloop in the form of concursus realis, as there are multiple independent criminal acts committed within a single related series of events. Therefore, criminal liability must be grounded in the principle of legality, the principle of culpability as the basis of blameworthiness, and the principle of\r\nindividualization of punishment while taking into account the provisions on participation or co-perpetration (medeplegen) to ensure proportionality and justice in sentencing.
