Plastic waste, domestic waste, and industrial waste are the main threats to the preservation of beaches and marine life in the area. The problems identified are: How does the Pandeglang environmental agency manage waste at Teluk Labuan Beach? and What are the obstacles to community-based coastal waste management by the Pandeglang Regency environmental agency? This study uses the theory of legal effectiveness and the theory of waste management. The research method used is empirical jurisprudence. The type of research used is qualitative. The data collection techniques are interviews and observation. The results of this study show that the implementation of community-based waste management in Pandeglang Regency has not been optimal due to these problems. The community should understand that waste management is carried out through strong policy support, community empowerment, institutional strengthening, and adequate funding. The obstacle to waste management at Teluk Labuan Beach lies in the ineffective implementation of the law. Local regulations have not been optimally implemented due to the lack of facilities such as TPS3R and transport fleets, weak supervision, and low public awareness of the law. This study recommends that the Pandeglang Regency Government improve waste management facilities such as TPS3R, transport fleets, and operational personnel so that management at Teluk Labuan Beach is more optimal. It also recommends strengthening the implementation of laws based on Law Number 18 of 2008 concerning waste.
