description: Road transportation plays a crucial role in supporting community mobility and   economic growth in Tangerang Regency. However, the growing number of   vehicles is not always accompanied by compliance with roadworthiness standards,   creating risks to safety, traffic order, and environmental quality. This condition   highlights the need for effective supervision by the Transportation Agency.The   study focuses on three issues: the implementation of supervision over vehicle   roadworthiness, obstacles faced by the Agency, and the effectiveness of   regulations in improving public compliance. The analysis is based on the theory   of supervision and the theory of law enforcement, emphasizing the government’s   control function over public transport operators. The research method applied is   empirical juridical with a descriptive qualitative approach. Data were obtained   through literature review and interviews with Transportation Agency officials and   transport operators. Findings indicate that the Agency has authority to conduct   periodic inspections (KIR) and administrative checks, but effectiveness remains   limited due to shortages of human resources, inadequate testing facilities, and   lack of direct enforcement powers. Article 25 of Tangerang Regency Regional   Regulation No. 4 of 2018 stipulates that the Transportation Agency supervises   road transport operations to ensure safety, security, order, and smooth traffic   flow. The study concludes that supervision is not yet optimal and requires   stronger synergy with the police and institutional reform. Recommendations   include strengthening staff capacity, upgrading testing facilities, revising   enforcement authority, and intensifying public awareness campaigns to foster a   participatory legal culture.
