"The regional tourism object of Situ Rawa Arum has significant natural potential to The Situ Rawa Arum tourist site possesses considerable natural potential as a regional tourism destination in Cilegon City. Regional Regulation of Banten Province Number 6 of 2019 on the Banten Provincial Tourism Development Master Plan 2018–2025 assigns tourism planning, management, and development to the Cilegon City Youth, Sports, and Tourism Office (Disporapar). The development of Situ Rawa Arum has not been optimally implemented by Disporapar, resulting in the underutilization of the site as a regional tourism destination. This study aims to examine the implementation of Disporapar’s duties and functions in developing the Situ Rawa Arum tourism site based on Regional Regulation of Banten Province Number 6 of 2019, as well as to identify the obstacles encountered in its implementation. The analysis applies the theory of authority and the theory of legal certainty as analytical frameworks. This research employs an empirical juridical legal research method with a statutory approach, using data obtained through literature study and interviews, which are subsequently analyzed qualitatively. The findings indicate that the implementation of Disporapar’s duties and functions in developing Situ Rawa Arum constitutes delegated authority derived from the attributive authority of the regional government as stipulated in Regional Regulation Number 6 of 2019. Its implementation is hindered by budget constraints and the limited utilization of alternative funding sources, causing Disporapar’s delegated authority in regional tourism affairs to be exercised suboptimally. Ineffective coordination with other regional government agencies further reflects the failure to realize delegated authority in practice, resulting in substandard local governance. Moreover, the absence of a city level tourism development regulation indicates a lack of legal certainty in maintaining consistency among legal norms, due to the unclear regulatory hierarchy that should provide authoritative guidance for the formulation of implementing regulations."^^ .
