Common mapping applications generally do not prioritize safe routes for visually impaired users and lack consistent audio and tactile cues at critical navigation decision points. This study aims to develop an accessible mobile navigation application based on Flutter, integrating audio guidance (Text-to-Speech) and tactile feedback to support visually impaired users in navigating the Sultan Ageng Tirtayasa University campus as a pilot site. The research employs the Rapid Application Development (RAD) methodology, with safe route modeling using a weighted graph constructed from curated OpenStreetMap (OSM) pedestrian data. Route computation is performed using the Dijkstra algorithm, where the cost function combines travel distance and accessibility-related penalties. System evaluation includes functional testing, navigation effectiveness metrics (route completion success, travel time, and turning errors), and usability assessment using the System Usability Scale (SUS). The results indicate that the proposed application supports visually impaired navigation with an overall success rate of 86.7% and achieves SUS scores ranging from 72.5 to 82.5 (mean 77.5), classified as good to excellent usability. These findings suggest that the multimodal combination of audio guidance and tactile feedback effectively assists navigation decision-making, particularly in dynamic and noisy campus environments.
