In response, the government has implemented merit-based management of State Civil Apparatus (ASN) talent as a strategic instrument; however, in practice, talent competency development as a critical stage of talent management still faces various challenges, particularly in planning and the integration of development programs. This study aims to analyze the implementation of talent competency development within the framework of ASN talent management at the State Administration Agency of the Republic of Indonesia (LAN RI) using a qualitative descriptive approach. Data were collected through in-depth interviews with key informants, field observations, and documentation reviews of relevant policies and supporting documents. The analytical framework is grounded in concept of talent mastery proposed by Ulrich and Smallwood. The findings indicate that talent development at LAN RI has been conducted through various training programs, individual capacity building initiatives, and performance evaluations; however, the implementation has not been fully optimal, as it is not yet based on specific individual needs and target positions, and there remains weak integration between talent mapping results and development programs.
