According to Article 6 of Pandeglang Regency Regulation Number 4 of 2016 concerning waste management, the Environment Agency has the authority to carry out waste management. The problems identified are 1) how the Environmental Agency exercises its authority in managing non-organic waste based on the principle of benefit at the Pandeglang market, 2) what are the obstacles to the Environmental Agency exercising its authority in managing non-organic waste based on the principle of benefit at the Pandeglang market as reviewed in Pandeglang Regency Regulation Number 4 of 2016 concerning waste management. The theories used are the theory of authority and waste management. The type of research is empirical juridical. The research approach is descriptive analytical. The data sources are primary data supported by secondary data. Data collection techniques were conducted through interviews with the Waste Management and Parks Division Staff of the Pandeglang Regency Environment Agency and the community at the Pandeglang market. The results of the study show that the Environmental Agency's authority in managing non-organic waste has been exercised through policy-making, regional-scale management, determining landfill locations, and providing guidance and supervision on waste management performance. However, its authority regarding the sorting of non-organic waste, emergency response systems, monitoring of closed landfills, and technical assistance to the community has not yet been exercised. The implementation of the Environmental Agency's authority in non-organic waste management is still limited by budget, infrastructure, human resources, socialization, and community participation, so that the principle of benefit has not been fully achieved.
