Latar belakang penelitian berangkat dari rendahnya jumlah pendaftar, terbatasnya pemahaman masyarakat mengenai manfaat, serta belum optimalnya 
kepercayaan terhadap keamanan data pribadi. Penelitian ini bertujuan untuk mengetahui implementasi Identitas Kependudukan Digital di Kota Tangerang dengan menggunakan model implementasi kebijakan George C. Edwards III (1980:17-51), yang mencakup aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi terhadap pelaksana kebijakan serta masyarakat pengguna maupun non-pengguna IKD. Hasil penelitian menunjukkan bahwa komunikasi antar-pelaksana telah berjalan baik, namun penyebaran informasi kepada masyarakat belum merata. Sumber daya manusia, fasilitas, serta dukungan teknologi dinilai cukup memadai, 
meskipun transparansi mengenai keamanan data masih perlu diperkuat. Disposisi pelaksana menunjukkan sikap positif, namun belum mampu secara signifikan meningkatkan minat masyarakat untuk melakukan aktivasi. Struktur birokrasi mendukung implementasi melalui koordinasi dan pembagian tugas yang jelas, meskipun belum didukung oleh SOP lokal yang lebih spesifik. Secara keseluruhan, implementasi IKD di Kota Tangerang tergolong sudah optimal, tetapi masih memerlukan penguatan komunikasi publik, peningkatan kepercayaan masyarakat 
terhadap keamanan data, serta strategi yang lebih efektif untuk mendorong partisipasi masyarakat.

        abstract = {This study examines the implementation of the Digital Population Identity  (Identitas Kependudukan Digital/IKD) Program in Tangerang City, Banten Province, as part of the digital transformation of public services in accordance with 
Regulation of the Minister of Home Affairs Number 72 of 2022. The research is motivated by the low number of registered users, limited public understanding of the program?s benefits, and the lack of optimal public trust in personal data security. This study aims to analyze the implementation of the Digital Population Identity Program in Tangerang City using George C. Edwards III?s (1980:17?51) 
policy implementation model, which includes the aspects of communication, resources, disposition, and bureaucratic structure.. This research adopts a qualitative method with data collection techniques including in-depth interviews, 
observation, and documentation involving policy implementers as well as community members who are both users and non-users of IKD. The findings indicate that communication among implementers has functioned well; however, the dissemination of information to the public has not been evenly distributed. Human resources, facilities, and technological support are considered relatively 
adequate, although transparency regarding data security still needs to be strengthened. The disposition of implementers reflects a positive attitude, yet it has not been able to significantly increase public interest in activating IKD. The 
bureaucratic structure supports implementation through clear coordination and division of tasks, although it is not yet supported by more specific local standard operating procedures (SOPs). Overall, the implementation of IKD in Tangerang City can be categorized as fairly optimal; nevertheless, it still requires the strengthening of public communication, enhancement of public trust in data security, and more effective strategies to encourage community participation.
