"This study aimed to develop a STEM literacy instrument on biotechnology concepts, \r\nto determine the feasibility of the instrument based on expert judgment, and to \r\nexamine users’ responses to the developed test instrument. The study employed a \r\nResearch and Development (R&D) method using the Berkeley Evaluation and \r\nAssessment Research (BEAR) Assessment System design, which consists of the \r\nconstruct map, item design, outcome space, and measurement model stages. The \r\ndeveloped instruments comprised a STEM literacy knowledge test, a STEM attitude \r\nquestionnaire, and a STEM skills observation sheet. Instrument validation was \r\nconducted by five experts, while the field test of the STEM literacy knowledge test \r\ninvolved 126 senior high school students in Banten Province, Indonesia. Data were \r\nanalyzed using the Rasch model with the assistance of the R program (eRm \r\npackage). The feasibility test results indicated that the instrument was suitable for \r\nuse with necessary revisions. Rasch model analysis revealed that the STEM literacy \r\nknowledge test demonstrated acceptable reliability (0.6708), satisfactory validity, \r\nand that students’ average ability was higher than the item difficulty level. Students’ \r\nresponses to the test instrument fell into the practical category, with an average \r\npercentage of 77%.
