Serang City recorded the highest number of ASN neutrality violations in Banten Province, indicating weak supervision effectiveness and inadequate policy implementation. The research employs a descriptive qualitative method using Leo Agustino’s policy evaluation theory, which encompasses five key aspects: apparatus resources, institutional capacity, facilities and infrastructure, financial support, and regulations. Data were collected through interviews, observations, and document studies. The findings reveal that the prevention program has not been running optimally. Institutional effectiveness remains low due to formal and unsustained inter-agency coordination. Participatory supervision through the Kader Pengawas Partisipatif (KPP) has not been consistently implemented, while the use of public communication tools remains limited. Furthermore, budget management still depends on Bawaslu of Banten Province, and the absence of specific technical guidelines at the regional level hampers program effectiveness. Nevertheless, Bawaslu of Serang City possesses competent, high-integrity, and adaptive personnel in responding to electoral dynamics.
