The research employs a case study approach and Talcott Parsons’ structural functional theory with the AGIL indicators (Adaptation, Goal Attainment, Integration, Latency). The findings reveal that the transition of management from the government to the regional-owned enterprise (BUMD) PT. Mitra Kerta Raharja has significantly affected the community’s socio-economic conditions. The analysis based on Parsons’ AGIL framework indicates weaknesses in adaptation, goal attainment, integration, and latency due to rising costs, declining tourist numbers, limited participation, and the erosion of local values. The corporately oriented management tends to overlook community welfare and leads to socio-economic disparities.
