      "abstract": "Stunting remains a chronic nutritional problem that continues to be a major concern of the government, including in Pandeglang Regency. Desa Sinarjaya is one of the areas identified as having a high risk of stunting and has become the target of the implementation of the Stunting Reduction Acceleration Action Plan Policy. This study aims to analyze the implementation of the policy in Desa Sinarjaya using the policy implementation model proposed by David C. Korten, which emphasizes the alignment between the program, implementing organizations, and target groups. This research employs a qualitative approach with a descriptive research design. Data were collected through interviews, observations, and documentation involving village government officials, village midwives, posyandu\r\ncadres, and community members as program beneficiaries. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of the Stunting Reduction Acceleration Action Plan Policy in Desa Sinarjaya has been carried out but has not yet been optimal. In terms of the program itself, both specific and sensitive nutrition interventions have been implemented in accordance with existing regulations; however, some community members still do not perceive the program as a longterm effort, and its implementation has not been well coordinated, resulting in\r\nuneven benefits. Regarding the implementing organizations, various stakeholders are involved and cadre training has been conducted, yet coordination as well as monitoring and evaluation have not been carried out consistently. In terms of the target groups, community participation has increased compared to previous years, but some community members remain inactive, and their understanding of child nutrition and parenting practices is still limited. Based on these findings, this study recommends strengthening program socialization, improving coordination among implementing organizations, optimizing monitoring and evaluation mechanisms, and enhancing education and assistance for the community to ensure that the stunting reduction policy can be implemented more effectively and sustainably.",

      "note": "Stunting merupakan salah satu permasalahan gizi kronis yang masih menjadi perhatian serius pemerintah, termasuk di Kabupaten Pandeglang. Desa Sinarjaya sebagai salah satu wilayah dengan risiko stunting menjadi sasaran pelaksanaan\r\nKebijakan Rencana Aksi Percepatan Penurunan Stunting. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan tersebut di Desa Sinarjaya dengan menggunakan model implementasi kebijakan David C. Korten, yang\r\nmenitikberatkan pada kesesuaian antara program, organisasi pelaksana, dan kelompok sasaran. Metode penelitian yang digunakan adalah pendekatan kualitatif\r\ndengan tipe penelitian deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi dengan informan yang meliputi aparatur pemerintah desa, bidan desa, kader posyandu, serta masyarakat sebagai kelompok sasaran program. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi\r\nKebijakan Rencana Aksi Percepatan Penurunan Stunting di Desa Sinarjaya telah berjalan, namun belum optimal. Pada aspek program itu sendiri, intervensi gizi spesifik dan gizi sensitif telah dilaksanakan sesuai regulasi, namun sebagian\r\nmasyarakat belum memahami program sebagai upaya jangka panjang dan pelaksanaannya belum sepenuhnya terkoordinasi sehingga manfaatnya belum merata. Pada aspek organisasi pelaksana, pelaksanaan program melibatkan berbagai pihak dan pelatihan kader telah dilakukan, namun koordinasi serta pemantauan dan evaluasi program masih belum berjalan secara konsisten. Pada aspek kelompok sasaran, partisipasi masyarakat menunjukkan peningkatan, tetapi masih terdapat sebagian masyarakat yang belum aktif dan pemahaman terkait pola\r\nasuh serta gizi anak belum maksimal. Berdasarkan temuan tersebut, penelitian ini menyarankan perlunya peningkatan sosialisasi program, penguatan koordinasi antarorganisasi pelaksana, optimalisasi pemantauan dan evaluasi, serta penguatan edukasi dan pendampingan kepada masyarakat agar implementasi kebijakan percepatan penurunan stunting dapat berjalan lebih efektif dan berkelanjutan.",
