One contraceptive method intended for men is the Male Operative Method (MOP) or vasectomy; however, the level of male participation in this program remains relatively low. This study aims to identify the forms of male participation in the implementation of the MOP Family Planning Program in Serang District, Serang City. This research employs a qualitative approach, with data collected through in-depth interviews, documentation, and literature review. Data analysis was conducted using the interactive model of Miles and Huberman, while data validity was ensured through triangulation and member checking. The participation theory applied in this study is the theory proposed by Cohen and Uphoff, which includes the dimensions of participation in decision-making, implementation, benefit-taking, and evaluation. The findings indicate that male participation in the MOP Family Planning Program is still largely individual in nature and has not yet optimally involved collective participation. Limited knowledge of reproductive health, the perception that family planning is the responsibility of women, suboptimal socialization, the minimal role of community leaders, and the absence of a feedback-based evaluation mechanism are key factors hindering male participation. Based on these findings, the study recommends strengthening male-focused socialization, developing couple-based counseling, improving the quality of male-friendly MOP services, optimizing the role of MOP acceptors as information agents, and enhancing participatory evaluation mechanisms as well as the capacity of Family Planning Field Officers (PLKB), so that the implementation of the MOP Family Planning Program can be more effective and sustainable.</mods:abstract><mods:classification authority="lcc">Public Administration</mods:classification><mods:classification authority="lcc">HN Social history and conditions.
