TY - THES N2 - The purpose of this study was to determine the effect of management control systems and transformational leadership on organizational performance. The research method used quantitative methods. The population of the study were employees working in the Regional Government Organization of Banten Province. The sampling technique used purposive sampling technique with a total of 94 respondents. Data analysis used path analysis with the Smart PLS 4 student version program. Based on the results of data analysis, the R Square value on the organizational performance variable was 0.783 indicating a variation in the substantive influence of the independent variables, namely the management control system and transformational leadership with organizational culture as a moderating variable of 78.3%. While the remaining 21.7% was influenced by other variables but were not studied. Berdasarkan hasil analisis data, diketahui nilai R Square pada variabel kinerja organisasi sebesar 0.783 menunjukkan variasi pengaruh substansif variabel independen, yaitu sistem pengendalian manajemen dan transformational leadership dengan budaya organisasi sebagai variabel moderasi sebesar 78,3%. Sedangkan sisanya sebesar 21,7% dipengaruhi oleh variabel lainnya namun tidak diteliti. Hasil pengujian hipotesis, diketahui sistem pengendalian manajemen berpengaruh positif terhadap kinerja organisasi, transformational leadership berpengaruh positif terhadap kinerja organisasi, budaya organisasi memoderasi (memperkuat) pengaruh sistem pengendalian manajemen terhadap kinerja organisasi, dan budaya organisasi memoderasi (memperlemah) pengaruh transformational leadership terhadap kinerja organisasi.
