This gives rise to the dialectic of  competence of the Constitutional Court in examining and deciding the case of  Election Results Disputes as follows: First, how is the Scope of Conception of  Disputes over General Election Results of Regional Heads and Deputy Regional  Heads reviewed in the Constitutional Court Decision No. 70/PHPU. BUPXXIII/2025?, Second, how does the Constitutional Court have the authority to  examine and assess administrative violations of the general election stage process  in deciding the settlement of disputes over the results of the general election of  Regents and Deputy Regents?. This research uses the theory of Pragmatic Legal  Realism which emphasizes the active role of judges in upholding substantive  justice, as well as Election Theory which places elections as a democratic  instrument that must guarantee the principles of justice, representation, and  people's sovereignty. This type of research is Descriptive Analysis of this research  method is normative juridical, data collection techniques are carried out with  Field Studies and Literature Studies. Based on the results of the analysis and  discussion, two conclusions were drawn as follows, First, the General Election  Result is the acquisition of votes by the selected candidate pair, and the General  Election Result Dispute is one of the legal channels provided to resolve conflicts  related to the final results of the general election both Quantitative and  Qualitative, second, in practice the Constitutional Court does not only decide the  case of the results of votes obtained that are Quantitative, but also consider the  context of violations that occurred in the process of the general election stages.
