Kebijakan Culturprocenten Bosch memberikan insentif kepada elite lokal untuk memenuhi target ekspor Belanda, mendorong pemerasan terhadap petani. Sistem ini memaksa petani menanam komoditas ekspor sambil menanggung kerja paksa dan pajak tinggi, memperparah penderitaan masyarakat. Dengan pendekatan teori moral ekonomi Scott dan kemiskinan struktural, penelitian mengungkap mekanisme eksploitasi melalui analisis arsip kolonial dan sumber sejarah. Temuan menunjukkan bagaimana pelanggaran "batas kelayakan" petani dan kebijakan kolonial menciptakan ketimpangan struktural. Elite lokal secara sistematis mengorbankan kepentingan petani untuk memenuhi tuntutan Belanda. Kelaparan 1849 bukan sekadar bencana alam, melainkan akibat langsung dari keserakahan struktural sistem kolonial. Ketidakadilan kebijakan ini mengorbankan rakyat kecil, khususnya petani, dalam skala masif. Penelitian ini merekonstruksi hubungan kuasa eksploitatif sekaligus mengungkap relevansinya dengan ketidakadilan agraria kontemporer. abstract: This research analyzes the abuses of Cultuurstelsel in Demak in 1849 that led to famine due to the exploitation of native officials. Bosch's Culturprocenten policy incentivized local elites to meet Dutch export targets, encouraging the extortion of farmers. This system forced farmers to grow export commodities while enduring forced labor and high taxes, exacerbating the suffering of the people. Using Scott's theories of moral economy and structural poverty, the research uncovers the mechanisms of exploitation through the analysis of colonial archives and historical sources. The findings show how the violation of peasant “eligibility limits” and colonial policies created structural inequality. Local elites systematically sacrificed peasant interests to meet Dutch demands. The 1849 famine was not just a natural disaster, but a direct result of the structural greed of the colonial system. The injustice of this policy victimized the small people, especially farmers, on a massive scale.
