description: Law Number 10 of 2016 stipulates that the election of regional heads will be  carried out simultaneously in 2024, which causes a difference in terms of term for  regional heads elected in 2018 and 2020. This raises legal problems because  there is a potential for cutting the term of office of regional heads which should be  five years, so that it has the potential to cause legal uncertainty and injustice for  the affected regional heads. Identify the problems in this thesis, How to determine  the end of the term of office of regional heads based on the provisions of  applicable laws and regulations, and what are the implications of determining the  term of office of regional heads based on the provisions of applicable laws and  regulations, Theory of the State of Law and the concept of filling positions. The  research methods used are the Normative Juridical and Empirical Juridical  methods. The data source is primary data supported by secondary and tertiary  data. The data collection technique is carried out by literature research and field  research. The data obtained was analyzed descriptively with a qualitative data  analysis approach. Legal certainty needs to exist in determining the end of the  term of office of regional heads so that there are no rights of regional heads lost  because their papers are cut off and so are the positions and limits of the position  and limitations of the acting governor that have been regulated by the legal  umbrella must be implemented in a timely manner. The regulation in Law Number  10 of 2016 creates a conflict of norms related to the term of office of regional  heads that are not uniform, especially for regional heads whose term of office  ends before the 2024 simultaneous elections. This has an impact on legal  certainty. With the vacancy before the 2024 simultaneous elections, the  government appoints acting regional heads. However, the authority and  legitimacy of the acting regional head is still a matter of debate, especially related  to the limitations of different authority compared to the definitive regional head.  The appointment of acting regional heads by the central government can raise  concerns related to the independence of local governments.
