N1  - Penelitian ini bertujuan untuk menganalisis peran pemerintah dalam pengelolaan sampah melalui operasional Pabrik Biomassa BBJP di Kota Cilegon sebagai bentuk kontribusi terhadap pembangunan berkelanjutan. Pendekatan yang digunakan adalah kualitatif dengan metode studi kasus tunggal holistik. Teori yang menjadi landasan dalam penelitian ini adalah Triple Bottom Line (TBL) yang mencakup aspek sosial, ekonomi, dan lingkungan. Hasil penelitian menunjukkan bahwa Pemerintah Kota Cilegon, melalui Dinas Lingkungan Hidup dan UPTD TPSA Bagendung, memiliki peranan penting dalam operasionalisasi pabrik. Namun, pengelolaan pabrik masih menghadapi beberapa tantangan seperti kapasitas pengolahan sampah yang terbatas, belum terbentuknya Badan Usaha Milik Daerah atau Badan Layanan Umum Daerah sebagai operator resmi, dan belum optimalnya dampak ekonomi terhadap masyarakat sekitar. Di sisi lain, pabrik ini sudah mulai memberikan kontribusi dalam pengurangan sampah organik dan penyediaan energi alternatif melalui Bahan Bakar Jumputan Padat (BBJP) untuk co-firing di PLTU Suralaya. Dengan demikian, pabrik biomassa memiliki potensi signifikan dalam mewujudkan pengelolaan sampah yang berkelanjutan, meskipun masih memerlukan optimalisasi tata kelola dan regulasi yang lebih kuat.

N2  - This study aims to analyze the role of the local government in waste management through the operation of the BBJP Biomass Plant in Cilegon City as a contribution to sustainable development. The research employs a qualitative approach using a single holistic case study method. The theoretical framework used is the Triple Bottom Line (TBL), encompassing the dimensions of social, economic, and environmental sustainability. The findings indicate that the Cilegon City Government, through the Department of Environment and the UPTD Final Waste Disposal Site Bagendung, plays a central role in the operation of the plant. However, several challenges remain, including limited waste processing capacity, the absence of a formally established Regional-Owned Enterprise or Regional Public Service Agency  to manage the plant, and the suboptimal economic impact on the surrounding community. On the other hand, the plant has begun to contribute to reducing organic waste and providing an alternative energy source in the form of Refuse-Derived Fuel  for co-firing in the Suralaya Steam Power Plant. Therefore, the biomass plant holds significant potential to support sustainable waste management, although improvements in governance and regulatory frameworks are still needed.
