Roads and pavements description: The Tangerang–Merak Toll Road section from KM 71+000 to KM 77+000, in the direction of Jakarta, plays an important role in industrial distribution from the Anyer, Cilegon, and surrounding areas. However, the high volume of ODOL (Over Dimension Over Load) vehicles imposes excessive loads on the pavement, exceeding its design capacity. This accelerates deterioration, shortens the pavement’s design life, increases maintenance costs, and poses safety risks to road users. Therefore, an analysis is needed to determine the extent of the impact of these excessive loads on the pavement's design life in this section. This study aims to determine traffic volume and analyze the impact of overloaded vehicles on the pavement design life of the Tangerang–Merak Toll Road, specifically between KM 71+000 and KM 77+000 toward Jakarta. The analysis methods used include AASHTO 1993 to evaluate the remaining design life and MDPJ 2024 to calculate the Vehicle Damage Factor (VDF). The results, based on 2024 LHRT data, show a total of 8,090,694 vehicles, consisting of 97.71% normal and 2.29% overloaded vehicles. The VDF values for normal vehicles in classes 1 to 5 are 1.86, 1.83, 1.68, 2.58, and 1.45, respectively. For overloaded vehicles, the values are 1.86, 1.95, 16.10, 3.03, and 1.96. Due to their frequent use in goods distribution, Class 3 vehicles are often overloaded, resulting in a significantly high average VDF. The pavement design life under normal traffic is 5 years (truck factor 1.46), while overloaded vehicles reduce it to 2.275 years (truck factor 3.55). A truck factor greater than one results from overloading and uneven load distribution, which accelerate pavement damage and shorten its service life. Simulations of increased overloaded vehicle volumes by 5%, 10%, and 15% further reduce the pavement’s design life to 2.176 years, 2.087 years, and 2.005 years, respectively.
