TY - THES N2 - Construction projects require various resources, including Human Resource(HR). Incompetent HR can reduce project performance and cause problems such as delays in completion. One important aspect of HR is competence, which has certain standards such as the Indonesian National Work Competency Standards (SKKNI). This research aims to identify the HR competencies needed in construction projects and analyze their influence and relations to time performance. The research was conducted on a building project in South Jakarta using a quantitative approach with questionnaire distribution and expert analysis. Data were analyzed using non-parametric and descriptive methods. The results showed that the Facility Support Telkomsel Smart Office (FSTSO) project required 23 technical competencies (hard skills) and 28 non-technical competencies (soft skills). The most dominant hard skill ability are understanding the technical implementation of structural work (X1.13) and the ability to make information materials and instructions to subordinates (X1.4). The most dominant soft skill is being proactive and showing initiative (X2.15). Technical competencies significantly influence time performance by 60,7%, while non-technical competencies contribute 56.8%. The results indicate that improving worker competencies can lead to better time performance in construction projects.
