ALOKASI KURSI DEWAN PERWAKILAN RAKYAT DAERAH 
KOTA SERANG UNTUK PEMILU TAHUN 2024
%X The Electoral District (Dapil) of Serang City in the 2024 Election has been determined by the General Election Commission (KPU) of the Republic of Indonesia as stated in KPU Regulation Number 6 of 2023 concerning electoral districts and allocation of seats for Members of the People's Representative Council (DPR), Regional People's Representative Council (DPRD) of the Province, and Regency/City DPRD in the 2024 General Election. In the implementation of the arrangement of the electoral district in Serang City, there are various problems assessing that several principles of the arrangement of electoral districts as regulated in Law Number 7 of 2017 concerning general elections have not been implemented properly. The method used is a qualitative approach with data collection through observation, interviews and documentation. The results of the study found that the implementation of the policy for the arrangement of electoral districts and the number of seats in the Serang City DPRD for the 2024 general election was well organized. Where most of the principles are met and implemented, such as the principles of: a) equality of vote value, b) obedience to a proportional election system, c) proportionality, d) territorial integrity, e) being within the same area, f) cohesiveness; and g) continuity. The inhibiting factors are the complexity and challenges in implementing KPU regulations related to the arrangement of electoral districts, the capacity and competence of election organizers in designing electoral districts still need to be improved, the development of more comprehensive and inclusive mechanisms in the arrangement of electoral districts needs to be improved in order to accommodate all interests so that the democratic process runs well. It is recommended that the gap between the electoral district arrangement mechanism be adjusted to the needs of the system and the aspirations of the community to be more comprehensive and inclusive which can accommodate all interests and maintain the integrity of the democratic process.

%O Daerah Pemilihan (Dapil) Kota Serang pada Pemilu 2024 sudah ditetapkan oleh Komisi Pemilihan Umum (KPU) Republik Indonesia yang tertuang dalam Peraturan KPU Nomor 6 Tahun 2023 tentang daerah pemilihan dan alokasi kursi Anggota Dewan Perwakilan Rakyat (DPR), Dewan Perwakilan Rakyat Daerah Daerah (DPRD) Provinsi, dan DPRD Kabupaten/Kota dalam Pemilihan Umum Tahun 2024. Dalam implementasi penataan dapil tersebut di Kota Serang, ada berbagai permasalahan menilai ada beberapa prinsip-prinsip penataan dapil sebagaimana yang sudah diatur dalam Undang-Undang Nomor 7 Tahun 2017 tentang pemilihan umum tidak terimplementasi dengan baik. Metode yang digunakan yaitu pendekatan kualitatif dengan pengambilan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian ditemukan bahwa implementasi kebijakan penyusunan dapil dan jumlah kursi DPRD Kota Serang untuk pemilihan umum tahun 2024 tersusun dengan baik. Dimana Sebagian besar prinsip terpenuhi dan dilaksanakan, seperti prinsip: a) kesetaraan nilai suara, b) ketaatan pada sistem Pemilu yang proporsional, c) proporsionalitas, d) integralitas wilayah, e) berada dalam cakupan wilayah yang sama, f) kohesivitas; dan g) kesinambungan. Faktor penghambat yaitu kompleksitas dan tantangan dalam implementasi peraturan KPU terkait penataan daerah pemilihan, kapasitas dan kompetensi penyelenggara pemilu dalam merancang daerah pemilihan masih perlu ditingkatkan, pengembangan mekanisme yang lebih komprehensif dan inklusif dalam penataan daerah pemilihan perlu diperbaiki agar dapat mengakomodasi seluruh kepentingan sehingga proses demokrasi berjalan dengan baik. Disarankan agar kesenjangan antara mekanisme penataan dapil agar menyesuaikan dengan kebutuhan akan sistem dan aspirasi masyarakat agar lebih komprehensif dan inklusif yang dapat mengakomodasi seluruh kepentingan dan tetap menjaga integritas proses demokrasi.
