Kabupaten Lebak mencatat angka ASFR sebesar 32,2 per 1.000, yang menunjukkan perlunya penanganan strategis terhadap isu tersebut. Penelitian ini bertujuan menganalisis implementasi strategi BKKBN Provinsi Banten dalam menurunkan ASFR remaja pada tahun 2024. Metode yang digunakan adalah deskriptif kualitatif, dengan teknik pengumpulan data berupa wawancara mendalam, focus group discussion (FGD), dan studi dokumentasi. Informan terdiri dari pihak internal BKKBN, mitra kerja strategis, tokoh masyarakat, remaja, dan pasangan usia subur. Data dianalisis menggunakan model interaktif Miles dan Huberman. Pendekatan teori strategi yang digunakan merujuk pada Wheelen dan Hunger, mencakup tiga dimensi: program, anggaran, dan prosedur. Hasil penelitian menunjukkan bahwa aspek prosedur menjadi komponen paling lemah akibat koordinasi lintas sektor yang belum optimal, belum adanya sistem kerja terpadu, serta ketiadaan pemantauan berbasis data real-time. Keterbatasan anggaran disebabkan oleh tidak adanya alokasi dana khusus. Keberhasilan program bergantung pada kesinambungan pendekatan yang kontekstual, kolaboratif, dan berbasis kebutuhan lokal. Disimpulkan bahwa strategi BKKBN di Kabupaten Lebak telah berjalan, namun belum optimal. Diperlukan penguatan aspek prosedural dan anggaran, serta pengembangan program berbasis komunitas dan nilai lokal. abstract: Reducing the Age Specific Fertility Rate (ASFR) among adolescents aged 15–19 is a key focus of population policy, especially in controlling teenage pregnancies. With an ASFR of 32.2 per 1,000, Lebak Regency reflects a critical need to address early marriage and pregnancy as strategic issues. This study aims to analyze the implementation of BKKBN Banten’s strategy to reduce ASFR in this age group in 2024. A qualitative descriptive method was used, with data collected through in- depth interviews, focus group discussions (FGDs), and document studies. Informants included BKKBN officials, strategic partners, community leaders, adolescents, and reproductive-age couples. Data analysis followed the interactive model of Miles and Huberman.The study applies Wheelen and Hunger’s strategic theory framework, covering three main dimensions: programs, budgets, and procedures. Findings reveal that procedural aspects are the most vulnerable due to weak cross-sectoral coordination, lack of integrated work systems, and the absence of real-time monitoring. Budgetary limitations stem from the absence of dedicated funding. Program success depends on sustained, context-sensitive, and collaborative approaches aligned with local needs. The study concludes that while BKKBN’s strategy in Lebak is in progress, it remains suboptimal. Strengthening procedural and budget structures, and developing community-based, culturally grounded programs, are essential.
