2019 tentang Fasilitasi Pencegahan dan Penanganan Penyalahgunaan Narkotika
Psikotropika dan Bahan Adiktif Lainnya Provinsi Banten. Penelitian ini menggunakan
Teori Implementasi George C.Edward III (1980:98) untuk mengetahui upaya
Komunikasi, peran sumberdaya, desposisi dan struktur birokrasi. Secara metodologi
penelitian ini menggunakan metode kualititatif dengan pendekatan deskriptif. Hasil
penelitian menujukan implementasi Peraturan Daerah No.15 Tahun 2019 mengalami
tantangan, secara struktural maupun kultural. Tantangan transmisi informasi yang belum
berjalan optimal. Ketersediaan sumber daya yang minim, struktur birokrasi yang
dihadirkan tidak adanya sistem pelaporan yang terintegrasi untuk mengevaluasi kinerja
perda tiap tahun, yang menandakan bahwa belum ada sistem informasi lintas OPD yang
mampu mendokumentasikan dan menilai pelaksanaan kebijakan secara periodik.},

        abstract = {The high drug problems that occur in Banten Province underlie the Banten Province
National Narcotics Agency and other stakeholders to create regional regulations as a form
of effort to prevent drug abuse. This study aims to determine the Implementation of
Regional Regulation Number 15 of 2019 concerning Facilitation of Prevention and
Handling of Abuse of Narcotics, Psychotropics and Other Addictive Substances in Banten
Province. This study uses George C. Edward III's Implementation Theory (1980:98) to
determine Communication efforts, the role of resources, disposition and bureaucratic
structure. Methodologically, this study uses a qualitative method with a descriptive
approach. The results of the study indicate that the implementation of Regional
Regulation No. 15 of 2019 has experienced challenges, both structurally and culturally.
The challenge of information transmission that has not run optimally. The availability of
minimal resources, the bureaucratic structure presented, the absence of an integrated
reporting system to evaluate the performance of regional regulations each year, which
indicates that there is no cross-OPD information system that is able to document and
assess policy implementation periodically.},
