note: Penduduk merupakan subjek dan objek pembangunan. Jumlah penduduk yang semakin meningkat setiap tahunnya jika tidak di kendalikan dapat menimbulkan berbagai permasalahan yang akan berdampak pada seluruh komponen kehidupan manusia, mulai dari lingkungan, perekonomian, kesehatan, pendidikan. Pemerintah mengeluarkan program Bangga Kencana (Pembangunan Keluarga Kependudukan dan Keluarga Berencana) berdasarkan Peraturan Kepala BKKBN Nomor 6 Tahun 2020 tentang Rencana Strategis BKKBN tahun 2020- 2024. Dengan adanya program keluarga berencana, tujuan awal program ini adalah untuk mengentaskan masyarakat Indonesia dari kemiskinan. Program ini memiliki beberapa indikator keberhasilan, salah satunya yaitu Unmet Need. Angka Unmet Need di Kota Serang sendiri berada pada angka 9,7% yang menunjukkan pada level waspada. Ini menjadi permasalahan utama dalam pengoptimalisasian penduduk yang ada di Kota Serang. Penelitian ini bertujuan untuk menganalisis pengimplementasian program Bangga Kencana dalam menekan angka Unmet Need di Kota Serang. Penelitian ini menggunakan teori implementasi menurut Van Matter Van Horn (dalam Agustino, 2014:142-144) yang didalamnya terdapat enam indikator yaitu Ukuran dan Tujuan Kebijakan, Sumber Daya, Karakteristik Agen Pelaksana, Sikap/Kecenderungan Pelaksana, Komunikasi Antarorganisasi, dan Lingkungan Ekonomi, Sosial dan Politik. Penelitian ini menggunakan metode kualitatif deskriptif. Pengumpulan data melalui observasi non-partisipasi, wawancara mendalam, dan studi dokumentasi. Teknik analisis data menggunakan model Miles and Huberman. Hasil penelitian menunjukkan bahwa Implementasi program Bangga Kencana di Kota Serang cukup optimal, tetapi masih ditemukan beberapa permasalahan seperti resistensi budaya yang masih melekat di Kota Serang sehingga menghambat penerapan program Bangga Kencana di Kota Serang.
abstract: Population is the subject and object of development. The number of population that is increasing every year if not controlled can cause various problems that will have an impact on all components of human life, ranging from the environment, economy, health, education. The government issued the Bangga Kencana (Development of Family Population and Family Planning) program based on the BKKBN Head Regulation Number 6 of 2020 concerning the BKKBN Strategic Plan for 2020-2024. With the existence of the family planning program, the initial goal of this program is to alleviate Indonesian people from poverty. This program has several indicators of success, one of which is Unmet Need. The Unmet Need rate in Serang City itself is 9.7%, which indicates a level concern. This is a major problem in optimizing the population in Serang City. This study aims to analyze the implementation of the Bangga Kencana program in reducing the Unmet Need rate in Serang City. This research uses the theory of implementation according to Van Matter Van Horn (in Agustino, 2014: 142-144) which includes six indicators, namely Policy Size and Objectives, Resources, Characteristics of Implementing Agents, Attitudes/Tendencies of Implementers, Interorganizational Communication, and Economic, Social and Political Environment. This research uses descriptive qualitative methods. Data were collected through non-participant observation, in-depth interviews, and documentation studies. The data analysis technique used the Miles and Huberman model. The results showed that the implementation of the Bangga Kencana program in Serang City was quite optimal, but there were still some problems such as cultural resistance that was still inherent in Serang City thus hampering the implementation of the Bangga Kencana program in Serang City.
