"The Serang City Government through Mayor Regulation Number 88 of 2021\r\nconcerning Civil Servant Discipline provides massive regulations. However, in\r\nreality, there are still many who violate it, so there must be strict enforcement in\r\nresolving this problem. Then, periodic evaluation is needed to find out what are\r\nthe obstacles to enforcing this discipline. The identification of the problem in this\r\nstudy is how the implementation of disciplinary enforcement for Civil Servants is\r\nagainst violations of working hours in the Serang City Government based on\r\nMayor Regulation Number 88 of 2021 concerning Enforcement of Civil Servant\r\nDiscipline and what are the obstacles to the implementation of disciplinary\r\nenforcement for Civil Servants against violations of working hours in the Serang\r\nCity Government based on Mayor Regulation Number 88 of 2021 concerning\r\nEnforcement of Civil Servants Discipline. The purpose of this study is to determine\r\nthe efforts to enforce discipline and obstacles to enforcing discipline for civil\r\nservants in the Serang City government. The theories used are the Theory of\r\nAuthority and the Theory of Enforcement of State Administrative Law. The method\r\nused is empirical juridical. The research specifications used are descriptive\r\nqualitative analysis research types. The data sources used are secondary data\r\nsources which are divided into parts, namely primary legal materials, secondary\r\nlegal materials, and tertiary legal materials, with data collection techniques of\r\nlibrary studies and field studies. The results of the study were based on the Serang\r\nMayor Regulation Number 88 of 2021 concerning the Enforcement of Civil\r\nServant Discipline that in terms of enforcing civil servant discipline in Serang\r\nCity, it is the authority of each relevant agency leader. In line with the theory of\r\nauthority which explains that authority is the right to govern, make decisions, and\r\ndetermine policies. The authority itself can be obtained through Attribution,\r\nDelegation, and Mandate. Furthermore, obstacles in the implementation of civil\r\nservant discipline enforcement in Serang City are due to the lack of civil servant\r\nself-awareness regarding discipline, then due to the mismatch of their\r\nexpectations regarding their duties and job placement, and many civil servants\r\nhave debts.
