The identification of the problem in this study is how the implementation of disciplinary enforcement for Civil Servants is against violations of working hours in the Serang City Government based on Mayor Regulation Number 88 of 2021 concerning Enforcement of Civil Servant Discipline and what are the obstacles to the implementation of disciplinary enforcement for Civil Servants against violations of working hours in the Serang City Government based on Mayor Regulation Number 88 of 2021 concerning Enforcement of Civil Servants Discipline. The purpose of this study is to determine the efforts to enforce discipline and obstacles to enforcing discipline for civil servants in the Serang City government. The theories used are the Theory of Authority and the Theory of Enforcement of State Administrative Law. The method used is empirical juridical. The research specifications used are descriptive qualitative analysis research types. The data sources used are secondary data sources which are divided into parts, namely primary legal materials, secondary legal materials, and tertiary legal materials, with data collection techniques of library studies and field studies. The results of the study were based on the Serang Mayor Regulation Number 88 of 2021 concerning the Enforcement of Civil Servant Discipline that in terms of enforcing civil servant discipline in Serang City, it is the authority of each relevant agency leader. In line with the theory of authority which explains that authority is the right to govern, make decisions, and determine policies. The authority itself can be obtained through Attribution, Delegation, and Mandate. Furthermore, obstacles in the implementation of civil servant discipline enforcement in Serang City are due to the lack of civil servant self-awareness regarding discipline, then due to the mismatch of their expectations regarding their duties and job placement, and many civil servants have debts.
