The purpose of this study is to identify the factors that drive children to commit such crimes and to analyze the prevention and handling efforts carried out by the Bekasi City Metro Police. The research employs a qualitative approach using normative and empirical juridical methods, with data collected through literature studies and interviews with offenders and law enforcement officers. The theories used are Edwin H. Sutherland's Differential Association Theory and Ronald V. Clarke's Situational Crime Prevention Theory. The study finds that the primary factor driving children to engage in crime is negative social interaction with peer groups characterized by intense communication and strong emotional bonds. Children tend to conform to deviant values due to peer pressure, encouragement from friends, and a desire for social acceptance. Weak family supervision, economic hardship, and limited access to quality education further reinforce these tendencies. The Bekasi City Metro Police have implemented several efforts, including legal education, routine patrols, social media monitoring, and schoolbased guidance, aligned with restorative justice principles and child protection as mandated by Law No. 11 of 2012. These strategies reflect the principles of Situational Crime Prevention Theory, though improvements are still needed in technology use and cross-sector collaboration.
