description: Public transportation accessibility at the Jakarta International Stadium (JIS) is not optimal due to the absence of lifts and Braille signage, so that disability-friendly standards have not been met. In accordance with Article 83 of the DKI Jakarta Provincial Regulation Number 4 of 2022 concerning the Implementation of Respect, Protection, and Fulfillment of the Rights of Persons with Disabilities, local governments are required to provide transportation accessibility for persons with disabilities in order to fulfill their rights in public spaces. Problem identification is  how the implementation and obstacles of the Regional Government's authority in increasing public transportation accessibility for persons with disabilities at JIS based on the DKI Jakarta Provincial Regulation Number 4 of 2022. The theories used are the theory of authority and the theory of the welfare state. The research method is empirical juridical with analytical descriptive specifications. The data source is primary data supported by secondary data. Data collection techniques through interviews with the Road Transportation Analyst of the DKI Jakarta Provincial Transportation Service, PPID PT Transportasi Jakarta, PT JakPro and persons with disabilities around JIS. The results of the study show that the authority to guarantee transportation accessibility for people with disabilities is attributed to the central and regional governments based on Law Number 8 of 2016. Its implementation is delegated to the DKI Jakarta Transportation Agency through DKI Jakarta Regional Regulation Number 4 of 2022, with final accountability to   the Governor through the Regional Secretary as the mandate giver according to DKI Jakarta Governor Regulation Number 4 of 2021. The Transportation Agency has improved accessibility through monitoring Minimum Service Standards (SPM), Building Approval (PBG), and the existence of a complaint channel. However, there are still three main obstacles, namely limited land, lack of a special budget, and the absence of programs that focus on development, socialization, and dissemination for people with disabilities. These obstacles have resulted in many bus stops around   JIS not meeting accessibility standards, reflecting the suboptimal concept of a welfare state that demands the role of the state in protecting and improving the welfare of the community, including people with disabilities.
