Identifikasi masalah yaitu bagaimana pelaksanaan dan hambatan kewenangan Pemerintah Daerah dalam peningkatan aksesibilitas transportasi publik bagi penyandang disabilitas di JIS berdasarkan Peraturan Daerah Provinsi DKI Jakarta Nomor 4 Tahun 2022. Teori yang digunakan yaitu teori kewenangan dan teori negara kesejahteraan. Metode penelitian yaitu yuridis empiris dengan spesifikasi deskriptif analitis. Sumber data yaitu data primer yang ditunjang data sekunder. Teknik pengumpulan data melalui wawancara dengan Analis Bidang Angkutan Jalan Dinas Perhubungan Provinsi DKI Jakarta, PPID PT Transportasi Jakarta, PT JakPro dan penyandang disabilitas sekitar JIS. Hasil penelitian menunjukkan bahwa kewenangan menjamin aksesibilitas transportasi bagi penyandang disabilitas di atribusi kepada pemerintah pusat dan daerah berdasarkan Undang-Undang Nomor 8 Tahun 2016. Pelaksanaannya didelegasikan kepada Dinas Perhubungan DKI Jakarta melalui Peraturan Daerah DKI Jakarta Nomor 4 Tahun 2022, dengan pertanggungjawaban akhir pada Gubernur melalui Sekretaris Daerah sebagai pemberi mandat sesuai Peraturan Gubernur DKI Jakarta Nomor 4 Tahun 2021. Dinas Perhubungan telah melakukan peningkatan aksesibilitas melalui monitoring Standar Pelayanan Minimal (SPM), Persetujuan Bangunan Gedung (PBG), dan adanya kanal aduan. Namun, masih terdapat tiga hambatan utama, yaitu keterbatasan lahan, ketiadaan anggaran khusus, serta tidak adanya program yang berfokus pada pembangunan, sosialisasi, dan diseminasi bagi penyandang disabilitas. Problem identification is how the implementation and obstacles of the Regional Government's authority in increasing public transportation accessibility for persons with disabilities at JIS based on the DKI Jakarta Provincial Regulation Number 4 of 2022. The theories used are the theory of authority and the theory of the welfare state. The research method is empirical juridical with analytical descriptive specifications. The data source is primary data supported by secondary data. Data collection techniques through interviews with the Road Transportation Analyst of the DKI Jakarta Provincial Transportation Service, PPID PT Transportasi Jakarta, PT JakPro and persons with disabilities around JIS. The results of the study show that the authority to guarantee transportation accessibility for people with disabilities is attributed to the central and regional governments based on Law Number 8 of 2016. Its implementation is delegated to the DKI Jakarta Transportation Agency through DKI Jakarta Regional Regulation Number 4 of 2022, with final accountability to the Governor through the Regional Secretary as the mandate giver according to DKI Jakarta Governor Regulation Number 4 of 2021. The Transportation Agency has improved accessibility through monitoring Minimum Service Standards (SPM), Building Approval (PBG), and the existence of a complaint channel. However, there are still three main obstacles, namely limited land, lack of a special budget, and the absence of programs that focus on development, socialization, and dissemination for people with disabilities.
