The purpose of this study is to examine the implementation of the policy by the Food Security Agency of Tangerang City and its partner institutions, as well as to identify the obstacles faced during its execution. This research uses a qualitative approach, with data collected through in-depth interviews involving key informants from government institutions and the community. The analysis applies the policy implementation theory of Van Meter and Van Horn, which includes six core variables: policy standards and objectives, resources, characteristics and disposition of implementers, inter-organizational communication, socio-economic and political conditions, and implementation activities. The results indicate that the policy was implemented according to its designated mechanism, particularly through collaboration with Perum BULOG and a distribution system based on by-name-by-address data, supported by technical monitoring. Nevertheless, obstacles persist, such as low community participation and limited operational capacity among implementers. Socio-economic factors also affect policy effectiveness. The study recommends strengthening human resource capacity, conducting regular evaluations, improving beneficiary data systems, and increasing public awareness regarding the importance of food reserves.
