N2  - Mental health issues, particularly the presence of neglected People with Mental Disorders (ODGJ), have become a critical social concern in Serang City. The Serang City Government responded to this issue by issuing Mayor Regulation Number 10 of 2021, which mandates the Social Affairs Office to carry out social rehabilitation programs for neglected ODGJ. This study aims to analyze the implementation of the policy using a descriptive qualitative approach and the policy implementation model developed by George C. Edward III, which includes four main dimensions: communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews, participatory observation, and documentation involving key actors such as the Social Affairs Office, Civil Service Police Unit (Satpol PP), and the Nururrohman Foundation. The findings indicate that the policy implementation has not been optimal. Communication between agencies remains limited, and public outreach has not been comprehensive. In terms of resources, Serang City lacks government-owned shelters or rehabilitation facilities, and most implementers are non-permanent staff without proper incentives. Although the implementers show strong commitment, the absence of incentives undermines their motivation. While a bureaucratic structure is in place, the lack of adequate technical Standard Operating Procedures (SOPs) has led to a reliance on improvisation. This study concludes that strengthening human resources, developing technical SOPs, and establishing dedicated rehabilitation facilities are necessary to support the sustainability of the policy for protecting neglected individuals with mental disorders.

N1  - Permasalahan kesehatan jiwa, khususnya keberadaan Orang Dengan Gangguan Jiwa (ODGJ) terlantar, menjadi isu sosial yang krusial di Kota Serang. Pemerintah Kota Serang merespons persoalan ini melalui Peraturan Walikota Serang Nomor 10 Tahun 2021 yang menugaskan Dinas Sosial untuk menyelenggarakan program rehabilitasi sosial bagi ODGJ terlantar. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan tersebut dengan pendekatan kualitatif deskriptif dan menggunakan model implementasi kebijakan George C. Edward III, yang mencakup empat dimensi utama: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi partisipatif, dan dokumentasi terhadap aktor-aktor pelaksana seperti Dinas Sosial, Satpol PP, serta Yayasan Nururrohman. Hasil penelitian menunjukkan bahwa implementasi kebijakan ini belum berjalan secara optimal. Komunikasi antar instansi masih terbatas dan sosialisasi kepada masyarakat belum 
menyeluruh. Dari sisi sumber daya, Kota Serang tidak memiliki rumah singgah atau fasilitas rehabilitasi milik pemerintah, dan sebagian besar pelaksana merupakan 
tenaga honorer tanpa insentif. Disposisi pelaksana menunjukkan komitmen yang tinggi, namun tidak didukung dengan adanya insentif. Struktur birokrasi telah terbentuk namun belum ditunjang dengan SOP teknis yang memadai, sehingga pelaksanaan kebijakan banyak bergantung pada improvisasi. Penelitian ini menyimpulkan bahwa dibutuhkan penguatan sumber daya manusia, penyusunan SOP teknis, pembangunan fasilitas rehabilitasi khusus untuk mendukung keberlanjutan kebijakan perlindungan ODGJ terlantar.
