Sebagai lingkungan pendidikan dengan label islam, tidak lluput dari tindakan yang bertentangan dengan ajaran islam, seperti tindakan kekerasan baik verbal, fisik, dan seksual. Kekerasan yang terjadi di lingkungan pondok bisa dilakukan oleh siapa saja dan korbannya merupakan kebanyakan dari santri itu sendiri. Dari hasil Penelitian, korban rata rata merupakan santri/santriyah junior yang mendapatkan kekerasan dari senior atau pengasuh ataupun sesama santri. Jenis kekerasan verbal dan fisik lebih bersifat sistematik karena dianggap hal wajar dan banyak terjadi di pondok pesantren dengan karakteristik modern dan Terpadu. Sedangkan kekerasan seksual lebih bersifat situasional dan sering banyak terjadi pondok pesantren Salafi karena rasa Takdzim kepada guru atau Kiyai atau pembimbing di Pondok. Dengan metodelogi fenomenologi Creswell, penulis mendapatkan pemaknaan yang dialami oleh santri di beberapa pondok pesantren di Banten yang kemudian jika dikaitkan dengan implementasi keputusan Dirjen Pendis No 4836 ini tentang Panduan Pesantren Ramah Anak belum terimplementasi dengan baik karena hubungan antar aktor di lapangan yang tidak sesuai. Dengan menggunakan pisau analisa Collaborative governance Schottle, Haghsheno dan Gehbauer (2014) penulis tidak menemukan adanya kolaborasi dan kerja sama dari Pemegang Kebijakan yang diamanatkan Pusat kepada Daerah untuk diurusi. Hal ini terbukti ketika Kemenag Kanwil Banten tidak bergerak sebagai mobilitator tetapi sebagai partisipator mengikuti program dari Dinas terkait lainnya. abstract: The Decree of the Director General of Islamic Education Number 4836 concerning the Guidelines for Child-Friendly Islamic Boarding Schools is a policy that was born due to the government's serious response to the issue of violence in Islamic Boarding School environments. As an educational environment with an Islamic label, it is not free from actions that are contrary to Islamic teachings, such as acts of violence, both verbal, physical, and sexual. Violence that occurs in the boarding school environment can be carried out by anyone and the victims are mostly students themselves. From the results of the study, the victims are on average junior students who experience violence from seniors or caregivers or fellow students. The types of verbal and physical violence are more systematic because they are considered normal and often occur in Islamic boarding schools with modern and integrated characteristics. While sexual violence is more situational and often occurs in Salafi Islamic boarding schools because of a sense of devotion to teachers or Kiyai or mentors at the Boarding School. With Creswell's phenomenological methodology, the author obtains the meaning experienced by students in several Islamic boarding schools in Banten which then when linked to the implementation of the Director General of Islamic Boarding Schools Decree No. 4836 concerning the Child-Friendly Islamic Boarding School Guidelines has not been implemented properly because the relationship between actors in the field is not appropriate. Using the analytical knife of Collaborative Governance Schottle, Haghsheno and Gehbauer (2014) the author did not find any collaboration and cooperation from Policy Holders mandated by the Center to the Region to be taken care of.
