Fisheries. Angling description: International trade in sharks and rays has become a global concern in recent decades. These species, integral to marine ecosystems, face increasing threats from human activities such as overfishing and illegal trade. Efforts to strengthen the enforcement of regulations governing shark and ray trade still exhibit significant deficiencies requiring remediation. Key shortcomings include a lack of coordination among relevant stakeholders in enforcing regulations, coupled with insufficient human resources and adequate technology for effective surveillance. This study aims to analyze the perceptions of fishery actors regarding sharks and rays listed under CITES appendix II that are landed at the fishing ports of Binuangeun, Cituis, Karangantu, Kronjo, and Labuan in Banten province. Sampling was conducted using a purposive sampling technique. Respondents comprised fishery actors, including fishers and traders operating at the aforementioned fishing ports. Data collection employed observation, interviews, and questionnaires. The results indicate that the level of understanding among fishery actors regarding CITES regulations is ineffective. Violations, including the prohibition on catching juvenile sharks, the requirement for whole landings, and the reporting of bycatch, persist due to weak surveillance and enforcement of sanctions. The level of comprehension of CITES regulations and fisheries law among actors is categorically low. The survey revealed an understanding index of protected species at only 4.1% (very poor) and an understanding of legal requirements at 3% (very poor). The minimal socialization efforts by competent authorities constitute a significant constraining factor. The policy's impact on the economic well-being of the actors was determined to be insignificant, reflected by an impact index of 1.89% (indicating no influence).
