description: This study examines the budget politics of the Indonesia-China High-Speed Rail (KCIC) Whoosh project. The construction of the Indonesia-China High-Speed Rail (KCIC) Whoosh is one of Indonesia’s strategic infrastructure projects, developed through bilateral cooperation between Indonesia and China. The objective of this research is to explore the dynamics of budget politics in the development of the Indonesia-China High-Speed Rail (KCIC) Whoosh project.  This study employs a qualitative research method with a case study approach, focusing on an in-depth analysis of the budget politics surrounding the project. The research applies Irene S. Rubin’s (2021) budget politics theory, which consists of five main approaches: reform orientation, incrementalism, dominant interest determinism, budgetary process politics, and policymaking.  The findings reveal that the KCIC Whoosh budget policy is influenced by complex political factors, including government decisions on funding policy changes, negotiations with foreign investors, and the interplay of interests among the central government, parliament, and the private sector. This study provides insights into  budget politics shape large-scale infrastructure development and its implications for budget policy and national economic development.
