According to Article 66 of Law Number 20 of 2023, non-ASN employees must be restructured no later than December 2024. Therefore, since this law came into effect, government institutions are prohibited from appointing non-ASN employees or any other title besides ASN employees. The problems identified are: How is the implementation of BKPSDM’s role in the structuring of Government Employees with a Work Agreement in Tangerang City? And what legal protection is provided to non-ASN teachers in the structuring of Government Employees with a Work Agreement in Tangerang City, based on Law Number 20 of 2023 concerning the State Civil Apparatus?. Theories used in this study include the theory of government action and the theory of legal protection. The research method applied is empirical juridical, with a descriptive-analytical research specification. The research findings show that BKPSDM of Tangerang City is in the process of structuring and determining the formation for non-ASN employees to participate in the selection of Government Employees with a Work Agreement. A total of 5,186 non-ASN employees will participate in the 2024 PPPK selection, consisting of 2,510 teachers, 1,019 health workers, and 1,657 technical personnel.
