description: The Government of Cilegon City, through the Office of Cooperatives and MSMEs, has implemented an interest-free micro business capital assistance program  starting in 2021 to improve the welfare of micro entrepreneurs. The main challenge  of this program lies in the absence of an objective and systematic method for determining the priority recipients of assistance. This study aims to cluster MSMEs based on their characteristics and business constraints, and to determine priority  for capital assistance in a more targeted manner. The K-Modes method is employed   for Clustering MSME data, with validation using the Elbow, Silhouette, and  Entropy methods. The results show that three clusters are optimal, with Cluster 1 prioritized due to its dominant capital-related constraints and compliance with   administrative requirements such as NIB and financial records. Subsequently, the PROMETHEE method is applied to rank MSMEs within the priority cluster using the Visual PROMETHEE software. The calculation involves PROMETHEE I (leaving and Entering flow) and PROMETHEE II (Net flow) stages. "Keripik Sulaiyah Ciwedus" ranks highest in assistance priority, while "Cilok Mama Rafi" ranks lowest. The combination of K-Modes and PROMETHEE provides an effective and objective approach to support decision-making in the distribution of capital assistance accurately and appropriately.
