description: Carbon footprint as a cause of global warming is a socio-science issue that requires the role of individuals to solve it through science education using science literacy skills. However, based on the PISA survey, the science literacy of students in Indonesia is still low due to the lack of high-level thinking questions and test instruments that raise socio-scientific issues such as carbon footprints. This study aims to develop a Socio-Scientific Issue (SSI)-based test instrument to measure students' science literacy on the topic of carbon footprints that cause global warming. This research uses the Research and Development model with 3 stages (planning, development and follow-up). Based on the results of the study, the test instrument was declared valid with the Aikens V index meeting the eligibility standard of 0.78 for each item. The empirical test conducted showed that the instrument had high reliability, with a Cronbach's Alpha reliability coefficient for multiple choice questions of 0.893 and for description questions of 0.879 which met the eligibility standard of 0.70. In addition, the differentiating power and difficulty level of the items were within the appropriate range, indicating that the items were able to differentiate science literacy skills among students effectively. In addition, the results showed that students' science literacy skills are still at a low level, namely the basic level or level 2, so it is necessary to improve through multimodal text-based learning design
