This can be seen in the second semester period of 2022, Population and Civil Registration Office of Pandeglang Regency has noted that there are 11,603 residents who do not have an e-KTP. This research aims to determine how the implementation of e-KTP service policy at Population and Civil Registration Office of Pandeglang Regency and to determine what factors support and inhibit the implemetation. The theory used is the George C. Edward III theory with 4 indicators that influence the success of policy implementation, namely communication, resources, disposition and bureaucratic structure. This study uses a descriptive qualitative method and data collection techniques in the form of interviews, observations and documentation. The results of this study indicate that in general the implementation of e-KTP Service Policy at Population and Civil Registration Office of Pandeglang Regency is not going well. Communication indicators in terms of internal organizational communication and external communication to the community are running quite well, but there is still a lack of socialization activities related to e-KTP recording. Resource indicators are still inadequate, both in terms of many recording equipment being damaged and supporting facilities such as chairs and waiting rooms being inadequate. Disposition indicators are quite good where the implementer has a commitment and attitude in supporting implementation. The community bureaucratic structure indicator assesses that the service flow is quite easy, but the limited queue numbers mean that there is no certainty that the community will receive service when they come to Pandeglang Regency Population and Civil Registry Office.
