PMM adalah inovasi digital Kemendikbudristek untuk mendukung Kurikulum Merdeka dengan fitur seperti perangkat ajar dan pelatihan. Pendekatan kualitatif deskriptif digunakan melalui wawancara, observasi, dan dokumentasi terhadap kepala sekolah, guru, dan koordinator PMM. Hasil penelitian menunjukkan PMM telah memberikan dampak positif pada pembelajaran, meningkatkan akses sumber belajar, dan mengembangkan kompetensi profesional guru. Ini didukung oleh input program yang kuat (dasar hukum, pemahaman tujuan, sosialisasi, dukungan sumber daya) dan proses implementasi yang efektif (pengembangan profesional berkelanjutan, integrasi PMM, adaptasi materi). Secara umum, tujuan PMM tercapai, terbukti dari inovasi pembelajaran dan kemandirian guru. Namun, ditemukan kesenjangan akibat keterbatasan waktu, hambatan teknologi (sinyal tidak stabil), kebutuhan penyesuaian lokal, dan variasi kemampuan digital guru. Faktor pendukung meliputi dukungan sekolah, guru penggerak, dan pelatihan mandiri. Penelitian ini merekomendasikan penguatan sosialisasi, pelatihan intensif dan personal (guna meningkatkan Perceived Ease of Use dan self-efficacy guru), serta peningkatan infrastruktur teknologi. Rekomendasi juga mencakup manajemen waktu dan adaptasi modul yang lebih kontekstual. Evaluasi ini diharapkan berkontribusi pada perbaikan kualitas pendidikan dasar dan kebijakan berbasis data di satuan pendidikan. abstract: This research evaluates the utilization of the Merdeka Mengajar Platform (PMM) at SD Negeri Petir 4, Tangerang City, utilizing a Goal-Oriented Evaluation Model. PMM is a digital innovation from the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek), designed to support the implementation of the Merdeka Curriculum through features like teaching modules, independent training, learning communities, and portfolios. A descriptive qualitative approach was employed, gathering data through in-depth interviews, observations, and documentation involving the school principal, teachers, and the PMM coordinator. The findings comprehensively indicate that PMM implementation at SD Negeri Petir 4 has positively impacted the learning process, particularly in enhancing teachers' access to learning resources and fostering their professional competency. Strong program inputs, such as clear legal frameworks, a well-understood purpose, effective socialization, and adequate resource support, served as a robust foundation. The implementation process, involving continuous professional development, PMM integration into practice, and teacher adaptation of materials, also proved effective. The evaluation of program outputs suggests that PMM's objectives—improving learning quality, fostering independent teacher development, and supporting Merdeka Curriculum implementation—have generally been achieved, evident in increased learning innovation and teacher autonomy. However, the study also identified existing gaps requiring attention. Key hindering factors included teachers' time constraints, technological barriers (e.g., unstable internet signals), the need for local adaptation, and variations in teachers' digital proficiency. Conversely, school support, the presence of guru penggerak (mobilizing teachers), and independent training initiatives were significant facilitating factors in optimizing PMM's use. Based on these findings, the study recommends improvement strategies to maximize PMM's effectiveness. These include strengthening socialization efforts, providing more intensive and personalized training (especially to enhance teachers' Perceived Ease of Use of PMM and their self-efficacy), and improving technological infrastructure. Recommendations also focus on teacher time management and more contextual adaptation of modules.
