Problem identification is how DISHUB's  authority is implemented in regulating illegal parking on the side of public roads in  Tangerang City and obstacles to implementing DISHUB's authority in regulating  illegal parking on the side of public roads in Tangerang City based on Tangerang  Mayor Regulation Number 43 of 2017 concerning Supervision and Control of  Vehicle Parking Activities on the Road. The theories used are the theory of authority  and the theory of law enforcement. The research method is empirical juridical. The  research specifications are qualitative research. The data source is primary data  supported by secondary data. Data collection techniques are by interviews and  related documents. Data are obtained and analyzed descriptively with a qualitative  approach method. The results of the study indicate that the Tangerang City  Transportation Agency exercises its authority based on the delegation given by the  Tangerang City Regional Government through special regulations in Article 6  paragraph (1) of Tangerang Mayor Regulation Number 43 of 2017 concerning  Supervision and Control of Vehicle Parking Activities on the Road. The control of  illegal parking by the Transportation Agency is carried out in two steps, namely  preventive (socialization) and repressive (raids) in coordination with the Tangerang  City Metro Police and implementing sanctions in accordance with applicable laws  and regulations. In implementing the control of illegal parking, the Transportation  Agency has the following obstacles: (1) Lack of awareness, compliance and  understanding of the law in the community, (2) Lack of officers from the  Transportation Agency, (3) Increasing number of vehicles in Tangerang City, (4)  lack of socialization, and (5) overlapping authority. These obstacles cause there to  still be a lot of illegal parking in Tangerang City. This shows that the concept of law  enforcement is not yet optimal, which requires the role of the Transportation Agency  in optimizing the control of illegal parking in order to create safe and orderly traffic.
