The problem formulations in this research are:  (1) How is the implementation of the Sobat Dukcapil website in improving the  services of the Population and Civil Registration Office of Tangerang City based  on Government Regulation Number 38 of 2017 concerning Regional Innovations?  (2) What are the obstacles and solutions in the implementation of the Sobat  Dukcapil website to realize good governance at the Population and Civil  Registration Office of Tangerang City based on Government Regulation Number  38 of 2017 concerning Regional Innovations? The research method used is  juridical-empirical with a qualitative approach. Data were obtained through  document studies, interviews, and direct observation of the use of the Sobat  Dukcapil website. The theories used as analytical tools are good governance theory  and public service theory. The results showed that the Sobat Dukcapil website has  made a positive contribution in accelerating the population administration service  process, increasing information disclosure, and reducing complicated bureaucratic  practices. However, there are still obstacles in terms of community digital literacy  as well as limited infrastructure and responsiveness.
