description: This research aims to explain the initial conditions of Merak Port, the form of management policies by the Dutch East Indies colonial government, and the impact of these policies on the development of the port. The method used is the historical method with the stages of heuristics, source criticism, interpretation, and historiography. The results showed that Merak Port was originally a small port with limited local activities. The Dutch East Indies colonial government saw the strategic potential of the Merak area as a link between Java and Sumatra, so various development and management policies were implemented. Through the construction of docks, railways and ferry transportation systems, Merak Port developed into an important node in the logistics network and inter-island mobility. The colonial policy had a major impact on changes in the function and role of the port, and laid the foundation for port development in the post-independence period. Merak Port is concrete evidence of the strategic role of maritime infrastructure in supporting connectivity and regional integration in Indonesia.
