The welfare of athletes is the   full responsibility of the government. The source of sports funding used to fulfill   the welfare of high-achieving athletes comes from the Regional Revenue and   Expenditure Budget stipulated in the Banten Province Unit Price Standard.   Identification of problems in this study, namely: 1). How is the responsibility of   the local government to fulfill the welfare of high-achieving athletes in Banten   province? 2). What are the obstacles faced by the Banten provincial government   in fulfilling the welfare of high-achieving athletes in Banten province and what   solutions can be applied? This study uses the theory of responsibility and the   theory of welfare as analytical tools and the type of method used in this study is to   use the empirical legal method with qualitative research specifications, the data   sources used are primary and secondary data with field data collection techniques   and library data. From the results of this study, it can be stated that the Banten   provincial government has been fully responsible for supporting the welfare of   athletes. This responsibility covers various aspects, from providing sports   facilities to providing appropriate training programs and providing financial and   non-financial support to athletes. However, in carrying out its duties, the Banten   provincial government still experiences several obstacles, such as the minimal   budget allocation for sports which causes inconsistency in providing incentives to   high-achieving athletes. In addition, the lack of coordination between institutions   also worsens the situation which causes the program not to run optimally and   finally the Banten provincial government does not yet have a special athlete   doctor or commonly called a sports therapist. Therefore, the regional government   needs to ensure that existing regulations are enforced consistently and have a clear   monitoring mechanism, especially regarding the protection of the welfare of high  achieving athletes.
