%X Registration of land transfer rights is an important thing to do to realize legal certainty of land ownership. The implementation of the land transfer rights registration service procedure at the Pandeglang Regency Land Office still faces challenges in the electronic system which experiences obstacles and the completeness of the applicant's files that do not comply with the provisions can hinder the land transfer rights registration procedure. The identification of the problem in this study is how to implement the land transfer rights registration procedure at the Pandeglang Regency Land Office to realize legal certainty? and what are the obstacles and solutions in implementing the land transfer rights registration service procedure at the Pandeglang Regency Land Office to realize legal certainty?. The theories used are the theory of legal protection and the theory of legal certainty. The research method used is the empirical juridical method, with a qualitative descriptive research type. The results of the study indicate that registration of land transfer rights is carried out as an effort to provide legal protection for land ownership rights, so that legitimate land rights holders can obtain legal certainty for the land they own. The Pandeglang Regency Land Office in carrying out the registration procedure for the transfer of land rights is based on the Regulation of the Head of the National Land Agency of the Republic of Indonesia Number 1 of 2010 concerning Land Service Standards and Regulations as the legal basis for the SOP. There has been a shift in the procedure for registering the transfer of land rights using an electronic system. Media transfer is an additional procedure and the biggest challenge currently at the Pandeglang Regency Land Office. Server disruptions in the computerized land activity application (KKP) and incomplete applicant files are obstacles that can hinder the implementation of the procedure. Registration of the transfer of land rights is carried out as an effort to provide legal protection for land rights ownership, so that legitimate land rights holders can obtain legal certainty for the land they own. In conclusion, the Pandeglang Regency Land Office has used an electronic system in land rights transfer registration services, but there are still obstacles and challenges faced. Suggestions, the Pandeglang Regency Land Office can play a more active role in socializing to the community.

%O Pendaftaran peralihan hak atas tanah menjadi hal yang penting dilakukan untuk mewujudkan kepastian hukum atas kepemilikan tanah. Implementasi prosedur pelayanan pendaftaran peralihan hak atas tanah di Kantor Pertanahan Kabupaten Pandeglang masih menghadapi tantangan dalam sistem elektronik yang mengalami kendala dan kelengkapan berkas pemohon yang tidak sesuai dengan ketentuan dapat menghambat prosedur pendaftaran peralihan hak atas tanah. Identifikasi masalah dalam penelitian ini adalah bagaimana implementasi prosedur pendaftaran peralihan hak atas tanah di Kantor Pertanahan Kabupaten Pandeglang untuk mewujudkan kepastian hukum? dan bagaimana kendala serta solusi dalam implementasi prosedur pelayanan pendaftaran peralihan hak atas tanah di Kantor Pertanahan Kabupaten Pandeglang untuk mewujudkan kepastian hukum?. Teori yang digunakan adalah teori perlindungan hukum dan teori kepastian hukum. Metode penelitian yang digunakan adalah metode yuridis empiris, dengan jenis penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa Kantor Pertanahan Kabupaten Pandeglang dalam melaksanakan prosedur pendaftaran peralihan hak atas tanah berdasarkan pada Peraturan Kepala Badan Pertanahan Nasional Republik Indonesia Nomor 1 Tahun 2010 tentang Standar Pelayanan dan Pengaturan Pertanahan sebagai dasar hukum SOP. Terjadi peralihan prosedur pendaftaran peralihan hak atas tanah menggunakan sistem elektronik. Alih media menjadi tambahan prosedur dan tantangan terbesar saat ini di Kantor Pertanahan Kabupaten Pandeglang. Gangguan server pada aplikasi komputerisasi kegiatan pertanahan (KKP) dan tidak lengkapnya berkas pemohon menjadi kendala yang dapat menghambat implementasi prosedur. Pendaftaran peralihan hak atas tanah dilakukan sebagai upaya untuk memberikan perlindungan hukum terhadap kepemilikan hak atas tanah, sehingga pemegang hak yang sah atas tanah dapat memperoleh kepastian hukum atas tanah yang dimilikinya. Kesimpulannya, Kantor Pertanahan Kabupaten Pandeglang sudah menggunakan sistem elektronik dalam pelayanan pendaftaran peralihan hak atas tanah, namun masih terdapat kendala dan tantangan yang dihadapi. Saran, Kantor Pertanahan Kabupaten Pandeglang dapat lebih berperan aktif melakukan sosialisasi kepada masyarakat.
